Patrick R. McElhiney believes, like his mother, Diane Labrie, that all DUI offenders should be required to pay for the installation of technology in their vehicle that requires them to blow into a device that will take their estimated blood alcohol level, based on the amount of alcohol in their breath, in order to prevent them from driving a vehicle when they have had a drink, and the threshold for the limit should be lower than the legal limit to drive a vehicle - they should have to blow a perfect 0.0 - because even one drink is one too many when operating a vehicle. Patrick and his mother have watched far too many dangerous accidents on television, and she came up with this idea one day when they were getting pizza.
